The only way to get Action Figure Cody Rhodes is to purchase the WWE 2K24 Standard Edition. Under this is the Nightmare Family Pack, where you can claim two action figures; Cody Rhodes and John Cena. While Cody Rhodes will be automatically added to your roster upon purchase, you would have to complete a quest to obtain John Cena.
