To find the Action and Reaction Module, you can talk to Anais at Albion and check which missions will get you the required modules. For this particular module, you have to participate in the Sterile Land’s Large Nuclear Reactor missions. You might also get the Action and Reaction modules from the Anticipated Ambush Point mission and the Patrol Route mission. 

These modules will appear under the Hard mode of these missions, but you might find them in the Normal mode as well, although it is quite rare. You can complete these particular missions a few times to try and farm Action and Reaction modules. Equipping this module on your weapon will improve its Firearm ATK and Recoil.
