As the quest is part of the story, you need to complete it to move ahead in the game. Finding the entry point is quite simple. While you start to scan, there are a bunch of objects on the street that you can scan, but that won’t help your objective. You want to scan an open window in a building to the left of the guard. You can see the image in the below picture.
Once you have scanned the window, you can move and go to the alley on the left of the window you scanned. Go to the end of the alley and you will find the object to scan, which will complete the second objective ‘Look for a foothold.’
