To upgrade your gear to the Rare tier, you need to first unlock the Refined Upgrade Bench. You can get the blueprint for this bench while visiting the Essence Traders around Desert Gloom, Swamp Gloom, and Forest Gloom. Once you have the workbench blueprint, you need to craft it using the following materials. 

  • 4x Carved Wood
  • 2x Etched Ingot
  • 2x Carved Stone

After you have the workbench in your Estate, you need to start farming T2 Essence. You can gather T2 Blue Essence by defeating enemies around Gloom, Herbarium, and Hunt realms. Also, you can only upgrade your gear from Uncommon to Rare, so you have to go through the rarity stages before you can reach Rare tier.
