After you have reached your first settlement and unlocked the Forge, you can use it to upgrade your gear. But you will require copper ingots for this, and there are two ways to go about it. You can quickly purchase copper ingots from Fillmore the Blacksmith, or you can craft them. To start crafting copper ingots, you need to first talk to Danos. You can find him in the town square as part of the quest for restoring Sacrament. If you talk to him, you can start the quest to rebuild the town by supplying materials to upgrade their stores. 

You need to upgrade Fillmore’s Smithy and you can find this option if you scroll down the list of buildings that need repairs.
