The Monk from the Sea boss can be located in New Thunderclap Temple > Temple Entrance. This area is available after you unlock Chapter 3, the New West. Make your way to the right side of the shrine, go through the temple archways and then turn left. You can find a flight of stairs on your right that you can take to go up. Go straight then take a left past the pillar. Go through the doorway to reach a courtyard where the Monk from the Sea will suddenly jump out of the well
This boss is a Yaoguai Chief, so you should have some spells and skills leveled up. You can quickly finish the fight by using Immobilize and Red Tide, followed by several combo moves. Once it is dead, you can automatically learn Hoarfrost transformation spell
