To unlock fast travel, you need to complete the story missions for a bit till you receive a message from Lucius Fox. This happens after mission 2.1 – ‘AKA Oswald Cobblepot’. After visiting Oswald Cobblepot at the Iceberg Lounge for the first time, head back to the Belfry to get a message from Lucius, saying that he needs to talk. Head over to Foxteca HQ and get to the roof to talk to him.
Lucius will tell you about how he helped Batman by supplying gadgets for him when he was alive, and he wishes to do the same now. He has designed a new vehicle that will enable fast travel, but before you can test it out you need to scan the GCPD Surveillance air drones. These drones are found across the city, and they will shoot you if they spot you. Use the AR scan to find them on the map, there are drones across each fast-travel location. After scanning all of them and turning them neutral, you can use the new gadget to fast travel across the city.
