Like most crafting materials, you will need to defeat certain enemies and get it as a drop. The same applies if you wish to get Frozen Tears as well. It is a random drop from defeating monsters and other enemy types, so you should go around and slay as many as you can. Picking up Notorious Marks from the Hunting Board is one way to farm Frozen Tears.

There is one particular mini-boss that does give one Frozen Tear drop. You have to find and defeat Shiva’s Dominant during the Battle of the Nysa Defile. You will get this fight during A Chance Encounter main story quest. If you find the fight too difficult, you can lower your difficulty level or come back when you are at a higher character level.

Once you acquire Frozen Tears, you can use it to craft the Broadsword. After acquiring the rest of the materials, you can head over to the Blacksmith’s Forge and craft it. Frozen Tears is also used to upgrade the Iron Bracers and Broadsword, which too can be done at the Blacksmiths after getting all the necessary materials.
