Like with most item drops, you need to find and defeat particular enemies to get them. To get Electrum, you need to defeat a Notorious Mark called Severian. This monster will be located in Rosaria, near Martha’s Nest. You have to make your way close to the Fallen ruins to find it. If you still cannot find the monster, then you need to make some progress in the main story missions. You can find Severian after completing the main quest After the Storm. After that, visit the Hunting Board to find Severian’s Notorious Mark.
Once the beast is slain, it will drop one Electrum. You can then head back to the Blacksmith and forge the Drakeslayer’s Belt. You will also need other materials to help craft the belt, so be sure to pick them up before you visit the Forge.
