The location of the encryption block puzzle can be found southeast of Fallen Grave, near the Whining Aix’s Mire Fallen Grave resonance beacon. From the beacon, travel south, the puzzle can be found on the roof of the building. The entire gist of the puzzle is to pick up the key receptors and place them on the encryption blocks. But the blocks should light up, and that is possible if the nodes on the key receptors are pointing in certain directions
You can find two key receptors around the puzzle area itself. The third one is hiding behind the staircase to the west side. For the fourth one, take the stairs where the third receptor was hiding behind and you will find it on the roof. And the final receptor can be found once you take the other flight of stairs up on the east side, it is on the roof there as well.
