To locate the Bay Wayside Shrine, you need to head Olta’Battahl Coast. If you haven’t reached that far or even reached Bakbattahl, then you have to progress through the main quests till you get to the Nation of the Lambent Flame quest. Once you reach the main city, head north till you reach Olta’Battahl Coast. You will pass by a Rift of Remembrance and also a Griffin, who wont attack unless provoked or threatened. Keep going till you find an NPC called Ambrosius, and you can talk to him to pick up the Flickering Shadows quest. Upon completing the quest, you will be directed to the location of Dragonforged. Cross the wooden bridge and keep going north till you find a cave. Just as you enter the cave, you will find the Dragonforged as well as the Bay Wayside Shrine.
Interacting with the Dragonforged is a great way to get Portcrystals, Ferrystones, and Unmaking Arrows in exchange for Wyrmslife Crystals. Also, the Bay Wayside Shrine offers several gear sets and weapons that you can check out out as well
