The Hypercritical Precision Rifle can be found inside Tiny Mike’s bathroom. You can get this weapon while completing the quest Concrete Cage Trap. To start this quest, roam around Watson, Kabuki till Regina gives you this quest. You need to find and escort Tiny Mike out of Kabuki alive. You will be briefed that the Militech are after him for stealing data from the Badlands lab for Regina. So getting Tiny Mike out of there is your number one priority.
You have to sneak your way into Tiny Mike’s apartment through the rooftops. His apartment is located in a restricted area, so you have to be sneaky to get to Tiny Mike. Once you have managed to get inside, explore his apartment till you find the bathroom. Not only will you find Tiny Mike hiding inside, you will also find the Hypercritical resting on the bathroom sink.
