The NPC that you need to talk to learn how to dive is Marine Biologist Ling. Upon arriving on Coral Island, you will receive a letter from her somewhere at the beginning of the game. You have to meet up with her on the beach’s pier to learn more about diving. You can just follow the sign that says Diving to meet up with her. Once you do, she will hand over a diving suit for you to wear. To start diving under the depths of the ocean, just head over to the ladder that leads to a boat and use it to go underwater.
Once you are underwater, there are plenty of activities to do. You can clean up the trash on the ocean bed, activate Solar Orbs, collect kelp and scraps, and also catch exotic marine critters. You should progress through the game a bit more to keep receiving letters from Ling for any underwater task. Also, while you are down, you will be accompanied by Kibbles, Ling’s diving assistant. This robot will warn you when you are low on stamina, or when it is time to go back before you get the late-night penalty. To go back to shore, just head over to the anchor that dropped you down to use it to get back up.
