You should have Purple Cloud Mountain unlocked to get the Violet Hail transformation spell. This area is a secret area in Chapter 4, and once you are in you should head over to the Petalfall Hamlet shrine. Just go up the stairs beside the shrine and you will have a chance encounter with Daoist Mi. Speak to the NPC and he will tell you that he requires a certain item called Violet Hail. This item is dropped from certain enemies after defeating them within the Purple Cloud Mountain. The enemies that you are supposed to look out for are the ones dressed in yellow. 

There are a handful of them standing around when you set foot in Petalfall Hamlet. You can defeat them to find the Violet Hail drop. In case you don’t get the drop, rest at the shrine and find these enemies again. They will always respawn, so keep attacking them till you get the key item. Return to Daoist Mi and hand it over, and they will turn into a boss. Defeat Daoist Mi and you will unlock the Violet Hail transformation spell
