To get the Goat Skull Soak, make your way to Secret: Kingdom of Sahali. Over here, visit the Sandgate Bound shrine. From the shrine, go left and go past the building on your left. As you keep going, keep an eye on the ground. You will spot something near the dragon statue head, pick it up and you can get the Goat Skill Soak. If you are unable to find it, explore the area close to the ruined shacks, you will eventually find it between the foliage here
There are a few other places you can collect the Goat Skull Soak. You might come across it while exploring the caves under the Valley of Despair shrine. Head to the back of the cave and you might find it across the beams here. Another place you can check out is Windrest Hamlet. Explore the area near the ruined huts and you can get the Goat Skull Soak. Mostly you just have to keep exploring all the areas in Chapter 2 to find them
