You can unlock the shrines of Legendary Pokémon by finding and removing Stakes scattered around Paldea. There are four types of stakes in varying colors, and upon finding them all you can uncover the respective Shrine. These Shrines are home to legendary Pokémon that you can battle. You can come across Blue Stakes while exploring the many areas in the Paldea region. Here we will see where to find all Blue Stakes in Pokémon Scarlet and Violet.

Glaseado Blue Stake Location in Pokémon Scarlet and Violet
From the Glaseado area, head directly northeast towards the shoreline of the ocean. There are some mountains here that you can climb. Get to the top to find a Blue Stake.
North Province (Area One) Blue Stake Location in Pokémon Scarlet and Violet
There is a lone hill here overlooking the Dragon mountain ranges. Get to the top and you will find a Blue Stake here.
Tagtree Thicket Blue Stake Location in Pokémon Scarlet and Violet
From the Tagtree Thicket area head northeast, above the hills, there is a Blue Stake beside a tree.
There is another Blue Stake just northwest of where you picked up the previous Blue Stake, there is a small grassy patch surrounded by mountains. This is the only area where you can find snow. You can find a Blue Stake here
East Province (Area Three) Blue Stake Location in Pokémon Scarlet and Violet
Directly east, at the edge of East Province, north of Levincia Gym and on the right side of the Pokémon Center, get up the hill to get a Blue Stake underneath a tree.
North Province (Area Two) Blue Stake Location in Pokémon Scarlet and Violet
Towards the edge of the ocean, on the shoreline east of North Province, probably close to the Team Star base, is a Blue Stake. It is located in the middle of some runes.
There is another Blue Stake in North Province, you have to head to the Pokémon Center here on the north side. From the Pokémon Center, go right and climb up the mountain here. You will come across a Blue Stake, under a large tree.
And the final Blue Stake can also be found in Area Two of North Province, south of the Pokémon Center. There is a cliff overlooking a small pond, you can find the last Blue Stake here right beside the top of the waterfall.
After pulling out the final stake, you will hear a cry. To unlock the Blue Shrine, just head underneath from where you pulled out the final stake and land on top of the waterfall. Behind you is a cave from where the water source is coming. Head inside the cave to unlock the Blue Shrine. This is home to Legendary Pokémon Chi-Yu. Before you head into battle and unlock the Shrine, it is best to save your game progress.
