While exploring the second floor hallway of Oceanview Hotel, you will hear a strange humming coming from room 209. You cannot unlock this door for now, but instead take the left side corridor to find room 216. There are piles of garbage inside and outside this room, so it is hard to miss. Once you are inside, make your way over to the dresser on the left side to find the key to room 209. Also, the entry point for room 216 is the back entrance for room 206. You need to find the key for room 206 by exploring the other rooms within the hotel. Since that can take a while and can get tricky, you can quickly access the keys by heading into room 216. 

After collecting the keys, make your way to the right side corridor and unlock the door to find Tim Breaker. Talking to him will give you some unique dialogs that you don’t want to miss.
