To start, go to the Poacher Camp in C5. You can find a quest called The Dead Poachers here. The place is overrun by Legion enemies, so try to get rid of them and reach the poacher settlement. You will meet “Hyena” Gilbert here who will give you the deets about Flay.

To complete this quest, you need to find corpses around the camp, but they are no ordinary corpses. They can be identified by antlers. There are three such corpses to be found; one east of the poacher’s encampment in sector C6, and another northwest of the camp, in sector B4. The corpses will be surrounded by hyenas, so kill them before approaching. Interact with the corpses until Flay approaches you.

If you have high Wisdom stats, preferably 90, you can recruit Flay by selecting “Want to hunt for us?” If you don’t have high wisdom, hire Barry to recruit Flay. Now that Flay is on your team, you can use his sharpshooter skills to tackle the Legion.
