You need to find and hunt the Whitetip Reef Shark and harvest it to get the shark head. During the side quest, Bancho will tell you where to find this shark. You have to go to the farthest right side of the ocean to encounter it. Equip Dave with upgraded weapons to tackle the shark. After that, go to your boat and drop down to the water’s surface.
Like Bancho said, keep swimming to the far right side of the ocean. Between 30 – 50 m, you can encounter the Whitetip Reef Shark. These sharks appear mostly during the day, but you can also try at night if you don’t spot one during the daytime. They are aggressive, fast, and can cause a lot of damage, hence why you need a tough weapon to tackle them. If you are still unable to find the shark, it might help keep the quest active.
Simply harpoon the shark and avoid getting too close to it. Time your dodges and shoot the harpoon to lower its health. Ultimately it will be killed, and you can harvest it for meat and the Whitetip Reef Shark head.
