The Nothing Is Secure objective entails opening four safes. The best way to fulfill this objective is to visit the highlighted compounds and take down the AI enemies there. Once the area is secure, search the main building, particularly the ground and first floors, for a safe.
Most compounds usually have one safe while some of them might also have two. However, while you can also find a safe downtown in the casino, visiting the marked compounds is a much easier way to find them. Just repeat this method until you manage to open four safes.

As long as you exfil after radiation has started spreading, the objective should count as complete.
