Once you reach Sacrament to find Rattigan, you will notice that he is trapped within a cage. He will only talk to you after he has been freed. To get the key to unlock the cage, you have to make your way to the fountain on the west side. To get there, travel north from the cage and go around to the right till you find a flight of stairs leading down to the main area. Take the south stairs that lead further down, then take a left when you reach the first landing. Keep going left till you spot a fountain and a guard passed out in front of it. Investigate the guard to pick up the cage key, then use it on the cage to free Rattigan
