You need to find certain electrical panels around Astoria to solve the puzzle and get the Astoria Prowler Stash. Head over to the location marked on the map above and look around for a building with a large pink pointer. You have to scale the building and get to the roof of it. After that, scan the area using L2 to find the prowler stash. Once you have found it, you need to press L2 and R2 and solve a quick minigame. This will help unlock the door, but there is a second door within it. To unlock that one, you need to find four electric panels and overload the circuit boxes with chain lightning

The first circuit box is right beside the door. Press L1 and square to short circuit the box. Next, hop directly above the door to find another circuit box. Repeat the process to short circuit that box too. Again, hop directly above it to find the third circuit box. For the fourth one, scale the building behind you and you will spot the fourth circuit box. Jump down to the Prowler Stash location to get your rewards.
