In Victoria 3, this demand and Supply has a new name- Buy Orders and Sell Orders. Buy Orders mean the demand for any good, and Sell Orders mean the Supply of the Good. If the Supply is more than demand, the price goes down, and if the demand increases, the price will rise. So, you must carefully monitor the demand and Supply graph to make things under control.

You have to supply these Goods enough so the demand never crosses the Supply, and the Price won’t increase. The Supply of Military and Industrial goods needs to be balanced, but you don’t need to stabilize the demand and Supply of Luxury Goods as they are not necessary.
