This item unlocks after you beat at least six Gym Leaders and can be purchased from the Delibird Present Shop at any location. However, these Caps come at a high price- 20000 Pokedollars. Once you get a few of them, you can go for the Hyper Train.

You can select your Pokemon (above level 50) and the stats you need to enhance. Multiple stats can be selected simultaneously to be strengthened. It depends on the number of Bottle Caps you have in your stock. Each stat requires 1 Bottle Cap, so if you have 4 Bottle Caps, you can strengthen 4 stat of one Pokemon or 2 stats of two different Pokemon. At a time, you can Hyper Train one Pokemon; but you can repeat the process until you run short of Bottle Caps.
