The first thing you need is a Level 3 Handling Licence. If you haven’t unlocked it yet, you will need to raise more animals. You can do this through raising Chooks and Wombats which you can get from Irwin. After doing this for a while you will be able to unlock the next levels of this skill tree. You need to spend more Permit Points to get the License from Fletch.
