You can obtain Rare Lithographs by opening your Lithograph Book and clicking the green button at the bottom of the screen. This will let you trade in your Uncommon gear for Standard Enchanted Ink, which will reward you with one Blue Lithograph.
Visit the Contract Coin Merchant or the in-game Premium Shop to buy Standard Enchanted Ink. You can get up to 50 units each week. Use this material to craft Uncommon gear and exchange those pieces for Blue Lithographs.
