In Frostpunk 2, there’s a trade-off between everything you do. If things get too chaotic in your city, you might need to use your Guard Squads to keep people in line. In Frostpunk 2, there are times when you’ll have to use your Guard Squads to keep people from rioting or protesting. If you don’t, your relationships with other communities might get worse, and your city could get damaged. To stop people from fighting in your city, you’ll need to create Guard Squads and send them to different areas. Here’s how to do that in Frostpunk 2.
How to get Guard Squads
The Central District starts with 12 Guard Squads, but that’s usually not enough to handle protests and other problems. To get more Guard Squads, you need to research and build Watchtowers in the Society section of the Idea Tree.
There are different types of Watchtowers proposed by different groups. Here’s what each one does.

All three Watchtowers can reduce crime but also increase tension. If you have enough workers, I recommend building a Patrol Watchtower because it gives you more Guard Squads for the space it takes up and doesn’t need heat to work.
How to use Guard Squads
When there’s no trouble, you don’t need to control your Guard Squads unless something happens. You can manage crime by building Watchtowers and researching things about crime.
When people protest in a district, you’ll see a red marker. To stop the protest, choose that district and select “Protect” to send your Guard Squads.
The game might ask you to decide what’s most important to protect in the district. Protecting people always improves your relationships with other communities more than other options, so choose based on what you need. If you protect people, they won’t die in fights.

Once you research Watchtowers, you can learn more about how to improve your Guard Squads and control crime in your city.
To make your Guard Squads better in Frostpunk 2:
Learn about Guard Immunity and other related things, you need to progress through the Idea Tree in the Society section.
Make laws that help Guard Squads control the city.
It’s easy to research ideas, but laws are different. Laws need two-thirds of the people to agree, unlike regular laws. If you pass laws, you have more power. Laws can give Guard Squads new things to do, like being enforcers. You can also make it easier to pass laws that you want, have a special militia, and do other things.
