“Talk with Characters and Deliver the Herald’s Warning” is not a quest you get immediately. Instead, you get it after you complete three initial quests of Herald. However, once you get this quest, you may get confused about how to complete it. To complete this quest, you must land at Greasy Grove and talk to the NPC Guaco. You’ll find him inside a broken store on the west side of Greasy Grove.
Once you interact with him, you must interact with two more NPCs to complete the quest. However, these two are not some specific NPCs. Instead, the last two NPCs differ for everyone. You can deliver the message to the NPCs you prefer. For example, you can go to the Flairship and deliver the message to Cryptic or the Temple and talk to Sunbird, or you can go to any other location to interact with NPCs. After Guaco, randomly mark a place to find an NPC and interact with them. You have to repeat the process twice, and your quest is completed.
