If you are playing this game on a PC or Laptop using both Dedicated GPU and Integrated GPU, then it might not be changing to the dedicated GPU and that can cause this error. So, you will need to make sure that the Diablo 2: Resurrected runs on the dedicated GPU, and here is the process, how to do it.

For NVIDIA GPU Users: Open up Nvidia Control Panel >> Manage 3D Settings >> Program Settings >> then select the game and under preferred graphics option, select ‘High-performance Nvidia processor’. 

For AMD GPU Users: Open up Radeon Settings >> Preferences >> Additional Settings >> Power >> Switchable Graphics Application Settings. Once opened, select the game and then under Graphics Settings, select the ‘High-Performance profile’ and then click on ‘Apply’. Once done, launch the game again and the Diablo 2 Resurrected Failed to Initialize Graphics Device should be fixed. 

Apart from this, make sure to update your graphics card with the latest version. Also, make sure to disable the iGPU. You can do it from the Device Manager.
