At the beginning of the second part of the mission, when you need to enter the restaurant, go in through the left side. Climb onto the truck and open the vent up there, then turn right once you get inside. Head down the vents and follow the signal to the safe room. The Blood Feud safe is situated at the back of the office, to the right of the desk. On the left side of the desk, closer to the door, there’s a radio you can interact with.
