Later in the Anno 117: Pax Romana campaign, you will encounter the brothers Julius Lupus: Brutus and Gaius. Both hate the sight of the other brother, but both wish to serve as specialists in your settlement. Unlike many story decisions in this game, this one actually impacts how your city develops, so it’s worth thinking through.
Here’s what you need to know before choosing between Brutus and Gaius.
Anno 117: Brutus or Gaius – Whom to Choose?
Both brothers have strong bonuses, but it really comes down to your current needs and preferred playstyle.
Brutus: Best for workforce problems

Brutus increases the workforce generated from your houses. This does not raise the population but does give you more workers from the people you already have.
Choose him if:
- You always run out of staff
- You’re building on a small island with limited room
- You enjoy compact settlements and would like to squeeze more productivity out of them
Brutus is a lightweight but effective solution for chains of resources that constantly stall because you don’t have enough workforce.
Gaius: Best for Money Issues

Gaius boosts income in his radius and is ideal when your economy wobbles or dips into the negative. When that balance is unstable, the game will just drain the Denarii, which becomes extra painful when story tasks demand more money.
Choose Gaius if:
- You often run a negative balance.
- You struggle with early-game income.
- You want more financial leeway in case of sudden requests.
If your settlement design is already solid and you stack the income buffs well, then you might not need him.

You can go with Flip a Coin if you are confident enough about both your workforce and income. It will randomly select one brother; each has a fifty percent chance of selection.
Where to place your Specialist

Once you decide on one, placement counts; specialists have to be placed in such a manner that their buff reaches as many buildings as possible. For general-purpose specialists such as Brutus or Gaius, the Governor’s Villa is usually the best place due to its wide radius.
More specialized characters do fit in the Guest House, with a smaller range but suiting niche effects. Try to place the brothers close to clusters of residential areas, as that’s where you will get the most value from their bonuses.
