Reaching Residential Tier 3 in Anno 117: Pax Romana is, in fact, an important goal of the campaign and building up a successful city. Your residents won’t advance unless their needs are completely satisfied, so keeping them supplied and content is the key to unlocking the next tier. Tier 1 and Tier 2 are rather straightforward to advance through, but Tier 3 requires a more organised production setup.

How Residential Progression Works

The game divides the needs of the residents into four categories: Household, Public Service, Food, and Fashion. When all the needs in a tier are satisfied, the household automatically upgrades to the next level.
- Tier 1 requires the basics such as Fish, Work Clothes, and a Marketplace.
- Once the initial early chains are stable, Tier 2 comes quite naturally.
- Tier 3 is where the real planning begins, especially if resources aren’t available on your main island.
Now, at this point, exploration, scouting out new fertilities, and balancing your production ratios become vital.

Tier 3 Requirements in Latium

Latium focuses on Roman goods and asks for a wider mix of imports and production chains. Here’s what your residents need, and how to get it.
Tier 3 Needs in Latium

| Household | Amphorae, Olive Oil | Explore new islands for Olive and Resin fertility. Set up farms and then refine both into final goods. |
| Public Service | Grammaticus, Tavern | Build a Tavern early to maintain your residents’ happiness. Grammaticus is both a service and a long-term cultural booster. |
| Food | Garum, porridge | Porridge chains are easy to expand. For Garum, build Salt Ponds and a Scomber’s Shack. |
| Fashion | Sandals, Soap | Build Pig Farms, Charcoal Burners, two Renderers and four Lavender Growers. Tanneries will be needed, also, as the chain expands. |
Many of the early buildings may already be in place, like Salt Ponds and Pig Farms, so the main task in Tier 3 is scaling up production and adding missing refiners.

Tier 3 Requirements in Albion

Since Albion mixes Roman and Celtic influences, its Tier 3 needs look a bit different. Tin and Copper fertilites, especially, can make resource scouting a must.

| Food | Cheese, Beer | Establish cattle farms to produce cheese, and create a chain of breweries for beer. |
| Fashion | Torcs, Trousers | It takes a Sheep Farm, Weld Crops and Hosiers to make trousers. Torcs need a Copper Mine, Wire Twisters and a Charcoal Burner. |
Albion’s chains are heavily reliant on mining resources, so securing the correct islands early will save you trouble later.
