One of the easiest ways to boost your production and efficiency in Anno 117: Pax Romana is to choose the right deity for each city. In this game, you have a total of seven deities, but you start with just three: Neptune, Ceres, and Mars. The other four must be unlocked, either in your save file or permanently through the Hall of Fame.
This guide will cover both approaches so that you can choose the perfect deity setup for any playthrough.
Unlocking Deities Inside a Save File

The ability to access all seven deities in your current run requires you to navigate through the Civics research tree. Behind each of the locked deities is a certain tier of research, so gradually expanding your Civics knowledge opens up more cults.
Here is where each of the four locked deities appears in the Civics tree.
- Cult of Minerva: Unlocked by Civics research in the first tier.
- Cult of Mercury-Lugus: Unlocked with the second tier of Civics research.
- Cult of Cernunnos: Unlocked by the second tier of Civics research.
- Cult of Epona: Unlocked by completing the third tier of Civics research.
Each of the deities becomes available at the end of its respective research node for a given save file.
How to Permanently Unlock All Deities

If you prefer having every deity unlocked across all modes without repeating the research, then the Hall of Fame provides a permanent solution. Rewards from the Hall of Fame are acquired by earning Fame Points through the completion of Accolades. Part of these rewards includes several deities.
Here is how to unlock them permanently:
- Mercury-Lugus: Latium Hall of Fame Tier III costs 40 Fame Points.
- Epona: Albion Hall of Fame Tier I costs 30 Fame Points.
- Cernunnos: The Albion Hall of Fame Tier III costs 55 Fame Points.
This can be achieved through spending some of these Fame Points to upgrade your Hall of Fame tier and therefore access higher-tier rewards. An exception will be Minerva, as she cannot be purchased via the Hall of Fame. She will always have to be researched through the Civics tree, even when every other deity has been permanently unlocked.
