As your Libertus residents move up to become Plebeians in Anno 117: Pax Romana, their needs grow as well. Bread, Soap, Sandals, Olive Oil, Amphorae, and-oh yes-Garum all become indispensable for keeping your settlement happy and stable. To meet these demands smoothly, setting up efficient production chains is everything.
Within this guide, you will learn how to create a balanced, reliable chain of production for Garum without wasting space or other resources.

How Garum Production Works

Garum is one of the earliest Plebeian goods you’ll need to supply, and it takes a small network of specialised buildings to make it. You’ll be gathering Salt and Mackerel, then processing both ingredients into Garum at the Garum Works.
Here’s where each building must be placed:
| Building | Resource | Placement |
| Salt Pond | Salt | Water bodies along coastlines |
| Scomber’s Shack | Mackerel | Water from the coast |
| Garum Works | Garum | Land |
Once both ingredients make it to the Garum Works, they’re processed into one finished unit of Garum.

Building an Efficient Production Chain

While you can place one of each building and call it a day, the different production speeds will cause bottlenecks. To maintain 100 per cent productivity, it’s better to match your buildings to their processing times.
Production Times
| Building | Output | Time per Unit |
| Salt Pond | 1 Salt | 30 seconds |
| Scomber’s Shack | 1 Mackerel | 60 seconds |
| Garum Works | 1 Garum | 90 seconds |
A quick rundown:
- One Salt Pond produces twice as fast as a Scomber’s Shack.
- One Garum Works requires a single Salt and a single Mackerel, but it will take 90 seconds to process them.
- Every step should feed the next, at the right rate to avoid idle time in the chain.
Optimal Garum Production Ratio
To obtain an ideally balanced arrangement:
- 1 Salt Pond
- 2 Scomber’s Shacks
- 3 Garum Works
This ratio enables every Garum Works to get just what they need without stockpiling or slowing down.
