What You Need

How to Reach Tortuga
To get the tools that you require, you will have to make your way to Tortuga. If Tortuga hasn’t already been unlocked, it can be accessed by doing some side quests. The Underground Network quest line will direct you exactly to Tortuga. You may also be able to find Tortuga by searching around the centre of the map, but because of the procedurally generated nature of the game, its specific location can change.

Once you arrive in Tortuga, head to the main dock. From there, move straight ahead until you reach the provisioner.
