The earliest chance to find a Gauss Rifle is after reaching Yaniv Station during The Boundary quest. Once you speak to the station guard, Monolith Soldiers will spawn nearby. Only one random soldier in the group will have the Gauss Rifle, so take them all down and loot their bodies. If you don’t find it, reload a previous save and try again.

To unlock the Gauss Rifle head to the Prometheus Movie Theater in Pripyat, where a Gauss Rifle rests on a table inside. When you arrive, you will notice that the door is locked. Toss a grenade at the door to open it and you will find the Gauss Rifle inside. You will likely visit these locations while doing quests for Strelok or deciding to confront him in a later mission.
