First head towards the Messy Stash icon in your map. Once you reach there you will find a couple of pipelines. Head northwest and you will find stairs to climb up the pipeline. The stairs are located next to the four tanks which are located next to a camp of enemy bandits.

Take the stairs and climb up. Now walk on the pipelines until you see the stash sitting on some pipe. Walk carefully in the pipeline so that you do not fall from it and get fall damage. You will find the stash sitting on some pipes. The location of the stash is marked on the map above.
