You can spot Nepheli for the first time in Stormveil Castle. Before entering the boss arena for Godrick the Grafted head to the Secluded Cell Site of Grace, there is a room below the Site of Grace guarded by trolls and soldiers. Head inside the room and take the left door to find her standing over the corpse of a fallen knight. If you talk to her, she will inform you that you can summon her before your fight with Godrick. If you accept, you can find a golden summon sign before the fight.
After defeating Godrick, head over to the Roundtable Hold to find Nepheli there, outside Gideon Ofnir’s room. Upon talking to her, she will tell you that Gideon is her adoptive father. You will also receive the Arsenal Charm from her and will leave after this conversation. At this point, you can also talk to Preceptor Seluvis at Seluvis’s Rise to get a potion that will turn her into a puppet and receive her Spirit Ash, but this will end her questline.
Next, head over to the Village Of The Albinaurics in the Liurna of the Lakes region, you can find Nepheli under the stone bridge that leads up to the Village. If you talk to her here, you will be able to summon her later on during the fight with the Omenkiller. Once that is done, head back to the Roundtable Hold to meet her under the stairs below where the Blacksmith is. Talk to her and Gideon in his library to know about them. You will need to hand over the Stormhawk King’s Ash to her to advance further. You can find the Stormhawk King at the Chapel of Anticipation, the area where you landed initially in the game. Alongside Nepheli’s questline, you should also start with Kenneth Haight’s quest at Limgrave. Help him clear his Castle out and he will tell you that he wishes to seek the next Lord of Limgrave. You should do this after killing Morgott and before slaying Maliketh. After this, head over to Stormveil Castle and into the throne room after Godrick’s boss arena to find both Nepheli and Kenneth there. Kenneth will inform you that he has chosen Nepheli as the new Lord of Limgrave and will take over Fort Haight and you will receive the Ancient Dragon Smithing Stone as a reward. This will end Nepheli’s and Kenneth’s questline.
