To get the Radagon Icon Talisman in the game, you will need to find your way into Raya Lucaria Academy and kill the boss there.

The Radagon Icon Talisman is an item that greatly decreases the casting time of all your spells, thus allowing you to cast them more frequently as long as you have enough FP. Once you are in Raya Lucaria Academy after having obtained the Academy Glintstone Key, you will need to travel to the closest Site of Grace which is the Debate Parlor Site of Grace.
