You need to find the shovel before seeking the compound bow out, as it is an essential tool that will help you dig up resources during your exploration. You will also need a shovel for certain quests that you may encounter.
Upon reaching this location, take out your shovel from your inventory, dig at the area where you can use your shovel, and you will uncover an underground bunker with Maintenance B written over it.
Go inside the bunker all the way through the passage. Now enter the room which looks like a hotel room and is full of water.
You will find the Compound Bow in the bathroom of this room next to the dead body in the bathtub. Press E to collect the compound bow.
