The Fire Herb is not a resource that’s scarce in the game. In fact, once you know a fee locations you can keep coming to those area to farm them every few minutes. That said, the only place where you can get the Fire Herb is the Lava Caverns and Sandy Plains.
Once you visit any of the two maps, you will see the Fire Herb is plentiful and you can farm the resource all you want. If you want to increase the drop rate further for the herb or any other item you may be looking for, equip the Calm Talisman. It’s known to have effects that increase the drop rate of items.
