To start the quest for Welcome to Elysium, you will have to talk to Custos. You can find Custos in Elysium’s central atrium. He will tell you about a book he has misplaced and how he would like you to find it. He will also tell you that it is somewhere in the Main Hall, near the bookshelves there. The book in question that you have to find is called Papal Bull. To find it, head upstairs to the upper walkway, then turn right. You will soon spot a bookcase with a glowing object. This is the book that you had to find. Interact with the glowing object to pick it up, then head back to Custos. After this, you can start part 2 of the quest.
