The first place where you can find Dratini is at Casseroya Lake. You need to teach Koraidon or Miraidon how to swim before you can find it. After that, get into the water and get around to finding a Dratini. You can also find Dratini in South Province (Area Six) and North Province (Area One), in the lakes here.
To evolve Dratini to Dragonair, you need to level it up to level 30. Most Dratini you encounter will be almost close to level 30 in the wild unless you bump into one during the early game in South and North Province. After reaching level 30 and unlocking Dragonair, you have to further level it up to level 55 to get its final form, Dragonite. Dragonite is considered a pseudo-legendary Pokémon and is a Dragon/Flying type Pokémon.
If you wish to level up Dratini and Dragonair quickly, you can use it in battle and also utilize the auto-battle feature in Let’s Go. If you don’t want to use them in battle, you can use up your Rare or XP candies to level them up quickly.
