To get any type of Pokeball, the first place you need to head over to is the Auction House in Porto Marinada. You can unlock the Auction House after completing the Seaweed bidding auction for Water Gym Leader Kofu. After that, you can explore the Auction House and purchase various special and rare goods. Of course, you need to get the winning bid to claim your goods, otherwise, you cannot get them. It is best to come here if you have a lot of Pokedollars to spare.

Another way you can get the Level Ball is to complete the Pokedex. For every 30 Pokémon you enter, you get some rewards. Once you enter 270 Pokémon, you unlock the Level Ball. Also, you can get the Level Ball by participating in the Academy Ace Tournament. This is a late-game objective, and you can only get this option after defeating all 8 Gym leaders the first time. You can receive the Level Ball as a random reward once you start challenging all the bosses again, so you should keep trying till you get the Level Ball.
