The only viable way to get all three starters is by Trading. You can unlock the Trading feature sometime after completing the tutorial, so you can trade with friends fairly early. If you wish to get a starter to trade with someone else, you need to breed your main starter with a Ditto. You can find Ditto commonly around West Province (Area Two) and West Province (Area Three), so after you catch one, you can breed them. Now, find a trainer online who is willing to do the same, so you each have a starter Pokémon to trade with the other. Or you can breed your starter with someone who has the same Egg Group starter, but of the opposite gender. You should note that the offspring will take on the attributes of the female Pokémon in the breeding session, so you should ensure that the starter Pokémon is a female to get the offspring.
