Currently, you can capture a shiny Hydreigon and Dragapult during the 4-Star and 5-Star Tera Raid spotlight, but you have to check long and hard for them. The spotlight event will grant Trainers 10 chances to find these Tera Raids, so you can find a shiny Hydreigon and Dragapult Tera eventually.
