Arzhan-Tin is a Mage that works with fire, and before you can meet your fiery opponent, you will need the grappling hook. We have an entire guide on how to get your hands on the grappling hook. Once you have that, you will be able to reach areas in Ashbourne Village that would otherwise be unreachable.
Once you have your grappling hook, go back to the spawn point for Ashbourne Village and head east till you reach the gates. Above it is a tree that you can use your grappling hook on. Once you reach the top of the tree, hop onto the guard tower, go to the other side, and drop down. Head left to enter the tower, investigate the scene, and then you can start the hunt to find Arzhan-Tin. Now all that is left to do is use your grappling hook and follow the sparkling trail that will lead you to the Mage.
