Runic Arts are similar to Weapon Skills in the Souls series, and it grants weapons added abilities that you can use in combat. Most weapons in Salt and Sacrifice have two Runic Arts slots, and these abilities are split into Rage and Focus. These can be activated by pressing down the required button for the Runic Art function to use it.
Focus consume a lot of Focus Points, so unless you are low on Focus stats, you will need to upgrade them from the Skill Tree to be able to use them. Consuming Haze decoctions can also fill up your Focus gauge.
Rage, on the other hand, is easier to get and use. If you have any weapon that requires Rage, then you can build it up by attacking enemies. There is no requirement on which level enemies you should hit, as all of them will generate an equal amount of Rage.
To use Focus and Rage Arts, you will need to unlock the Tier on the skill tree that will help you use it. For Rage Runic Arts, you will need to unlock the path to Divine Glyph, while Focus requires Forbidden Glyph. You can find these skills to unlock in the lower right panel in the central skill tree. To know which type of Runic Art your weapon uses, you can select the weapon in your inventory, then use the right trigger to open the weapon menu.

Edit: it seems I spoke to soon because I now have a weapon the( icemetal twinspear) that is a class 1 forbidden glyph that uses focus and another weapon (slithering steel) that is a class 1 forbidden glyph and uses rage so it looks like it can be any combination of glyph and rage/focus

Hi you have made a mistake which was confusing me at first but as I am looking at my weapon which uses rage it is needs forbidden glyph to use so it is opposite to what you have written. Please update so that others are not given incorrect information and get confused, this game can be confusing enough at times lol. Have a good day
