West Luterra is home to various other quests and side quests, and as you keep doing them, you will eventually venture into Lakebar Village. Once you are there, accept the quest called the Crown of Lakebar. During the quest, you will unlock the skill of Trade and its subsequent skills as well, which include Foraging.
You will now need the tool that is required to use your newfound skill, so you will need to make a quick trip back to Lakebar Village and speak to Nickel to get yourself the Novice Foraging Tool.
