You can take a loan from the Town Hall in Fletch’s tent whenever you have a new deed you want to place in the game. Fletch will tell you that you can pay it back anytime, and other people will be contributing towards it.
The villagers in your island will be helping you with the debt, but in very small amounts. You will need to pay it back in full yourself, and the sooner you do it, the better it is for you. You will be able to get better deeds if you are debt-free.
To pay back your debt, all you need to do is approach the town hall notice behind Fletch. There is a donation box here where you can see the amount that you have left to pay off. Then, you will be able to enter a number that you want to pay to the town hall which will go towards erasing your debt. Once you are down to zero, you will become debt-free.
